Enable to re-order nodes of quadratic elements in NodeReordering

Except to re-order nodes of quadratic elements in NodeReordering, this PR reduces the times of node changes in linear element.

This PR fixes #3560 (closed), and fixes ogs/tools/ogstools#155 (closed) as well.
