Improve docu QA

This MR...

  • makes BuildingPowerCurveConstantFlow available again for TBHE
  • fixes some QA issues
    • adds some Doxygen references in the source code
    • removes code/docs that are not used
  • makes QA scripts stricter such that the fixed issues will not be reintroduced
  • fixes a small bug in the QA scripts
