feflow to vtu (fe2vtu) converter added

This MR refers to a cleaned up version of the FEFLOW converter. It is based on the development in MR!31. It only refers to the conversion of Feflow to vtu data. The tool is now integrated in installation of ogstools. And can be used from the command line. A detailed description can be found in the README.md
