Automated creation of the dgr_repo.vtu for 2D and 3D

Introduction of a python interface for the glaciation_BCs python boundary conditions

glaciationBCs needs to be still visible for python e.g.:

export PYTHONPATH=${PYTHONPATH}:~/glaciationBCs/src/

the glaciation_BCs repo has to be up to date for this to work
