dirs for constitutive Relations and BCs

  • separate folders for constitutive relations and boundary condition template files
  • moved TH freezing files where they belong
  • added medium template xml as an input in snakemake
  • passed the paths of timestepping, lin_solvers and medium templates from snakemake to csv2prj to only have one place to check for these files

tested with Ton-Nord, Salz-Kissen, TH/THM/TH-freezing/TH-phaseless
