[ci] Added container job.

  • On MR: builds Singularity image and tests functionality (TODO)
  • On tag: Pushes image to ogs/ogs registry (ogs-dgr:[tag])
  • On master: Pushes image to ogs/ogs registry (ogs-dgr:latest)
