Add option to read user-defined file for configuring the r2ogs5 environment

Add a config file that can be read during package loading for configuring the r2ogs5 environment such as default path to the ogs5 binaries etc. Use package config.

Then a config file will have to be placed by the user in the current working directory. This file will be read during package loading.
