Update tclap to 1.4.0

-a <NAME>,  --first_data_array <NAME> -- Required arguments are not allowed in an exclusive grouping.

The following was removed in tclap 1.4:

  // TODO(macbishop): Non-const variant is deprecated, don't
  // use. Remove in next major.
  T& getValue() { return _value; }

Was used in one tool only, tclap/XorHandler.h is not available in tclap 1.4.

Replaced 'nan' by numeric value for repeated roots
