Rename a the method from getNumberOfComponents() to getNumberOfGlobalComponents()
in class LocalToGlobalIndexMap.

Fixes multiple copyright messages in the doxygen docu.

Just move and rename the namespace.

This does not address the issue of creation of double
typed parameters.

The access might fail silently otherwise.
