Should fix #3294 (comment 111062).

Our hdf5 from cpm does not play nice with vtks hdf5 and also hdf5
finding in xdmf lib...

- Use target instead of global properties.
- Use metis mirror at https://gitlab.opengeosys.org/ogs/libs/metis.git
  to properly set #define IDXTYPEWIDTH to 64.

1.12.1 does not configure:
