The fmt library happily accepts std::string without
any conversions.

The hook is failing sporadically for yet unknown reason.
This is partial revert of f95ce87a [hooks] Added file name check.

This reduces total build time.
Only in BaseLib spdlog is linked public.

Helps with identification of wrong output types etc.

StringTools.h and FileTools.h mostly. fstream in few places.

Include spdlog via BaseLib/Logging.h, which
provides macro replacements for
ERR/DBUG/WARN/INFO...

The LOGOG_COUT is equal to std::cout if the LOGOG_UNICODE
is *not* defined.
