[MGTL] Subdomain mesh identification algorithms.

Algorithms for searching the nodes and elements of a subdomain mesh
in a bulk mesh. The bulk_node_ids and bulk_element_ids
mesh properties are added to the subdomain mesh or checked for
consistency.
