New CMake option OGS_DOWNLOAD_ADDITIONAL_CONTENT. 

- New function CMake DownloadAdditionalFilesForPackaging
  (scripts/packaging/PackagingMacros.cmake)

This is used for adding additional tools (OGSFileConverter) or documentation
(e.g. the user manual pdf) to the redistributable package.
