Was lost somehow whit #1988.

- works only on *nix
- is tested on Jenkins in Docker-Conan-Debug job

Added gcc.full Docker image definition.

Maybe this went missing on migration to declarative pipeline...

-l 30 is a ninja option which spawns no more compile processes if
load is higher than 30.
