Create the two phase flow process

TH monolithic process

[CMake] Fixes packaging of DLLs (again).

make package should package DLLs but this did not work: it is necessary
to run make package at least twice. As an alternative shell scripts
generating a complete package are provided. They can be found in the
build directory and are invoked as follows:

Win:  CALL package.cmd
*nix: bash package.sh

disable testing sparsity pattern in PETSc builds

This enables downloading of binaries on each Pull Request.

Reduce number of instantiated local asms

Fix computing sparsity pattern

Only assemblers for shape functions with dimension
less or equal to the global dimension will be instatiated.
