Move AssemblerLib parts to MathLib and ProcessLib

This is only used in local assembler implementation.
Clarifies content of that file.

This slightly reduces included amount of code.

Creation of local assemblers belongs to the processes.

It is more related to the NumericsConfig than to the DOF table.

Use dofSizeWith(out)Ghosts to be consistent with the LocalToGlobalIndexMap.

This should clarify the ambiguous meaning of this function used in parallel and
non-parallel environments.
