This should fix crashes on Jenkins caused by long console log and
Doxygen warnings parser. See
https://issues.jenkins-ci.org/browse/JENKINS-7178

Before for each build one slot on Jenkins master was blocked. Now
everything happens on the slave nodes.

This runs ctests on after another to prevent out-of-memory situations.

When there is no wrapper specified then there simply is no wrapper
which results in a no-op.

This enables ctest on Windows and fixes #1403.

time-Wrapper can still be used!

This allows for:
cmake ../ogs -DOGS_BUILD_UTILS=ON
make ctest

This will build the required executables bedore running the tests.

Fixes missing executables on clang-sanitizer Jenkins job.

16.04 has a more up-to-date doxygen package and so this
fixes some non-html-ized characters in the navigation.

Beforehand this logic was executed in a forced addional CMake run
everytime after the specific executable was built. Now this is done
at the moment this information is needed (at building the package or
install target).

Possibly fixing sporadic ldd errors. Closes #1416.

Run doxygen-job on ufz master only.
