Enable python for petsc CI

New minima for petsc CI job. Tightening the NLS tolerance help to
achieve better correspondence to previous solution.

The new solution was generated with Eigen using PardisoLU solver and
2e-18 for the NLS tolerance to get most accurate solution possible.
