[ParamLib] Use map instead of vector in GroupedBasedParameter.

In parallel simulations not every domain needs to
contains all MaterialIDs. Using a vector is thus
unpractical, sometimes memory will be wasted and
it is also error prone. Hence, a map solves these
issues.
