Include spdlog via BaseLib/Logging.h, which
provides macro replacements for
ERR/DBUG/WARN/INFO...

The LOGOG_COUT is equal to std::cout if the LOGOG_UNICODE
is *not* defined.

Adapt tests.

On Ubuntu 19.04 Docker image with gcc 8.3 it did not work but on
Eve gcc 8.3 it does work.

8.3 did not work with tests based on std::filesystem:

Even linking with -lstdc++fs did not help. 8.4 works, 9.2.1 too.
