Fix boundary element search hex20 bug

Only moving code around, few renames and small generalizations.

For the face #1 the last node is not 11 but 16. This
also corresponds with the edge numbering.

Jenkins additions

[Num] Added a function in NaturalCoordinatesMapping.cpp to check the determinant of Jacobian.

Use Qt 5.9.2 (conan) and disabled Travis.

Was not able to fix it. Ended up with mysterious linker errors in VTK.
Tried to reproduce within a similar environment with no succes.
Everywhere else everything is fine...

Mechanics CTest updates

The 1e-16 is not needed because the Newton solver
tolerance is only 1e-8.

Tighter tolerance for displacement and slightly relaxed for sigma.

The relative tolerances are not used.

Maybe this went missing on migration to declarative pipeline...

[BL] Use implementation specific [[noreturn]].

Unfortunately the Visual Studio 2015 does not support
the platform independent style for the function attributes.
Although it is a c++11 standard.
