Public interface function to request output

[PL] TimeLoop::outputSolution(): Use internal attribut _outputs instead passing one Output object as parameter

Use _output->getFixedOutputTimes() in a higher level abstraction level makes
computeTimeStepping() a bit more independent from the output.
