gnupg: Turn the GPG command name and keyserver into parameters. 

* guix/gnupg.scm (%gpg-command): Turn into a SRFI-39 parameter.
  (%openpgp-key-server): Likewise.  Default to pgp.mit.edu, as
  keys.gnupg.net is unreliable.
  Update users.
