Fixes a regression introduced in
c11fcc6a, whereby 'http-parser' would
fail to build on i686.

* gnu/packages/web.scm (http-parser)[source](modules, snippet): New

when (zlib-available?) returns false.

Until now, we were using syslogdir=$prefix/etc, which did not exist.
Thus, commands would always fail like this:
