calculateVolDevDegradedStress reimplementation using a heaviside function

The existing calculateVolDevDegradedStress function used to use an if condition based on the sign of the volumetric strain. This part of implementation has been replaced with a heaviside function with the volumetric strain. This structure is needed for upcoming changes. The affected ctest by this change is:

ogs-PhaseField_3D_beam_tens_AT1_vd-mpirun

and it passes.
