[project] Use ogs current master wheel.

Pulls in Windows long paths support, see ogs/ogs!4872 (merged).

I have tested the longs paths with this wheel manually. Wheel is here https://pypi.org/project/ogs/6.5.1.dev166/.

After merge we should create a ogstools release.
