[msh2vtu] backwards compatibility

Purpose

The commmit 9090ab7a introduced the usage of cell_sets_dict to allow multiple MaterialIDs per Element. Unfortunately this breaks compatibility with older MSH formats. This change fixes backwards compatibility by using the old code if cell_sets_dict is empty.
