We should refactor our netcdf api usage and maybe provide Conan packages
if required.

Move netcdf dialog directory include keeping NetCDF cmake code together.

The list of libraries which are to be included or excluded
from the conan's list of required libraries must preceed
the conan include(ConanSetup) line. Otherwise the selection
does not have any effects.

Stores user-given CMake variables from the recent CMake run into cmake-args file. Install cmake-args file and CMakeCache.txt.

Developer having Conan installed typically also want to use it
for third-party library handling. This avoids strange things
happening when switching Conan to ON from the CMake GUI.
