Partition boundary meshes

The empty ghost element files are not included because
git lfs does not support the empty file as of version 2.4.2.

For proper lookup of the boundary mesh via bulk node ids mapping.

Both functions for reuse.

Will consider to rewrite partitionLookup as a functor.
