VTK 8.1 binary packages are built for 2017 only.

Refactor part mesh tool

The dependencies include targets like partmesh and
MapGeometryToMeshSurface which are referenced in
Tests.cmake.

The move ctor is not implemented in gcc < 5.

Remove code duplication and use applyPropertyVector.

The reinterpret cast seems to more appropriate in context
