Some time-dependent material models are not running with the dt=1 (at
restart) and require "proper" time step sizes.

[PL/TimeLoop] Apply computationOfChangeNeeded() before computeRelativeSolutionChangeFromPreviousTimestep()

The goal is to make the function independent from the TimeLoop class

The reset must also happen for the first time step which
might have failed in the second iteration.

Reason for the original statement is not clear.

to better distinguish close time steps, small deltas.

This ensures computation of secondary variables only for
"active" subdomains.
Fixes incorrect output of secondary variables for the
initial conditions.
